Create an AWS SDK S3Client configured through the B2 SDK S3 helper.
Parameters
- config: B2Config
  B2 runtime configuration.
- options: B2S3ClientOptions = {}
  S3 construction overrides.
Returns S3ClientConfig
The AWS SDK S3 client configuration for B2 S3 endpoints.

Remarks
When authorizedS3ApiUrl is present, it overrides the configured fallback region so hosted deployments follow the endpoint returned by B2 authorize.
