Validate a B2 S3 API URL.
Parameters
- raw: string
  URL string to validate.
- validation: B2S3ApiUrlValidation
  Region matching mode.
Returns string | null
null when valid, otherwise a human-readable failure reason.

Remarks
Authorized endpoint validation accepts any trusted s3.<region>.backblazeb2.com host. Exact-region validation is stricter and is used when an operator-provided region is expected to match the endpoint.
